Columbus aelle maybe? Literally cannot tell. It's however got the rolls saddle common to a lot of bikes billed for this era.
Looks like a mid-level bike never can tell with these italian made racing bikes that dont have model names labelled on them... I'm just going by the non-campy mish mash of parts mainly asian imported (suntour,shimano,etc.)

A quick dip in the lakes of lye would have that out in a jiffy, rust may or may not be an issue. Likely savable, but about $50 too high, for all that work.

About $85 too high for that work. If the stem and seatpost are indeed seized, than $15 would tempt me. Italian made do not completely junk presumably?
