Combined rucksack/pannier
Can anyone recommend one?
Is there anything new on the market over the last few years?
I‘m after a pannier that I can pull off the rear rack and throw on as an all-day rucksack.

Not really a solution to your question, but…
I found that I can fix (almost) any type of backpack to my rear rack, in the same manner that a pannier is placed. However, the more I pack, the more off balance I may ride.
Have you tried playing around with options/ positions with your current ruck?

I just got an Ortlieb Vario for my birthday. It's a better pannier than rucksack.

Red Rebane, a German company, makes some bags that can be used both as a backpack and saddlebag. I got one in Munich some years ago. Not cheap alas. https://red-rebane.de

Ortlieb makes one as mentioned above also my favorite company Arkel makes a nice one but I haven't tried it as I personally don't need it:

I got the 26 liter bag, which is big enough to carry my clothes and laptop when visiting; it's medium-sized for a backpack but really big for a pannier. For short trips and lightly loaded, the backpack is fine, but for heavier loads and longer distances, it's just ok. I wish they had installed a stiffening sheet on the backpack side to help distribute and transfer the load better.

All of this requires compromise of one kind or another. Panniers are lousy to carry by hand. A backpack on the bike ain't great, but I use one often anyway. Lately, I have a basket on my rear rack, attached with zip ties. I put my backpack in the basket and secure it with a bungee.
That Ortlieb system might be the best of both worlds, but it's a bit complicated and expensive.

Have you guys seen this?
It is purpose-designed for shopping on a bike.
They also make a simpler detachable basket that is quickly detachable to take into the store and use as a basket there too.
The Topeak stuff is not cheap, but not expensive either.
