Cartridge Front Hub ID

This was on a bike I picked up recently. From the somewhat blurry picture I thought it was a Phil hub but it appears to be some sort of knockoff. Has cartridge bearings and spins smooth. There is also a performance bike sticker on the rim so maybe it is a performance product?
