Claw Adapter for a Vintage Raleigh Suntour V GT RD?

Hi folks,

I have an old Raleigh Record Ace I am trying to bring back to life. I'm new to wrenching for the most part, and so I took a picture of the RD installed on the bike before I removed it. Turns out I needed to replace the rear wheel, and the replacement wheel has a skewer and QR instead of a solid axle bolt. I can't figure out how to get the RD to attach to this new wheel.
THEN I look around online, and I start to think maybe the previous owner had no clue about how to attach this RD, and maybe it wasn't installed right in the first place. The bike wasn't functioning when I got it...

Here's the photos I took. My question is whether I need a claw adapter to attach this RD to the bike properly, or what?

Id toss the whole drivetrain and start over..

how about a 3 speed IGH instead. ?

Yes, you need a claw hanger. Hopefully the axle on the replacement wheel is long enough, as it needs to extend into the claw.

There are new Budget RD's that included the mounting ,

rest of the rust says it was recovered from a Lake bottom.

You need one of this on the frame and the new rear derailleur can be mounted on the hanger.
