I like QBP wheels; they're well made and can be found roughly in this price range. You should be able to pick up a well made wheelset with shimano 105 hubs and mavic open sport rims in this price range. Nothing fancy but very serviceable.

It always floors me what I can find out there, prebuilt, that's cheaper than what it would cost me in individual parts (rim/hub/spoke). I always liked the QBP "Handspun" now "Quality" line. Velomine always has some nice wheelsets but the QBP stuff comes with some lighter options.

700c and Shimano 9 speed Tiagra compatible. And I'm not looking to build my own wheels, at this time anyway.

A couple years ago my LBS had a set of Mavic Aksiums on sale for just about that price. They've been bullet proof.

Vuelta Corsa Lites. Sturdy, very light and still running true after a great summer of riding. Excellent wheels for the money IME.

ive got a pair of 2012 aksiums I got for 220ish that have been surprisingly low maintenance. Many a rough roads, still pretty true. Most light wheelsets I buy I destroy in a year. Time will tell.

I think you can get Mavic Open Pro rims with Shimano 105 hubs in that price range. Very strong. Look on Amazon.

I have some Aksiums on a CX bike and they've been very reliable. I'd avoid the Open Pro rim. It's a sub optimal design. There are better options available for a lower price point.

I'm using Vuelta Corsa Pros that I bought last year. I have about 3,000 miles on them. These are ~$150 wheels. Better than you would expect weight wise in the price range. Rims are solid and have a great brake track. Came close to true. I put 2,000 miles on them before truing them up any better than they came from the factory. Reason for finally truing them was my neglecting a 'pinging' spoke which ended up breaking on me. I've also had to have the rear hub serviced since the bearings were starting to grind (probably around 2,500 miles).
I had a mishap with my chain dropping off the inside of the cassette earlier this year that resulted in breaking most of the spokes on the drive side rear wheel as well, but that can't be blamed on the wheel. Replacement spokes factory direct from Vuelta are pretty cheap at $1.00 each though...
