Quick google and saw some going for 699.99 that seems high to me. Does anyone have any input or actually value info. Paid 19.99 at goodwill lol.

"Going for" or "Asking for"? That price above is likely one of those silly sky high asking for prices. Sellers have the right to ask any price they want, including ridiculous prices.
Maybe you could get $20 for it. Maybe. Myself, I would not buy it at any price, except to donate.

Bike shaped object - it probably could be made to work. A campus bike where if stolen there would be few tears shed. Only for the effort expended to make it serviceable.
