seriously anyplace that has ATF is likely to have a penetrating oil.
I like stuff called freeze-off but that is probably hard to find
the other thing in these situations is hard whacks, steel steel to help break things loose, I have often found hard whacks help get things started better than long levers,

I usually use PB Blaster; however when that doesn't work, I use Oil of Wintergreen (Methyl salicylate). I reckon I should try it first, but I have a hard time remembering where that tiny bottle is. Shouldn't be hard to find locally. Smells much better than PB Blaster. Good luck on your project. Let us know how it's going.

When temps are above 60F, diesel fuel & clean engine oil. pour it on & let it sit for a hour.

Unfortunately I've only seen liquid wrench products at my Lowe's, but lubricant not penetrating oil. We're having supply issues in the great white north. I did see some PB on Amazon, but it's not shipping anytime soon, so yeah, as I said above, rather than oil, gotta go elbow grease and hope that the new lockring wrench is sufficient in combination with the wd40. Appreciate the help!

I had a similar BB on an early 2000's Schwinn. Mine had the same cup and locking on the NDS, and the BB was indeed a standard type cup and cone, with caged bearings.
A 3-prong locking tool worked well when I initially disassembled mine for it's first service. Have you tried applying some heat? This always quickly helps to loosen up seized threads - don't need to go crazy, even a heat gun can do wonders. I would also try a vice grips on the locking, and a shocking blow with a hammer.

A hammer and punch will get he lockring off, if you're not concerned about damaging the ring. Otherwise, a hook spanner as suggested above, or even better, a lockring pliers is less likely to damage the ring.

Finally found some actual penetrant, hidden away in the bloody garden section, had to ask two slack-jawed kids. Anyway gave it two good treatments letting it soak for an hour. Got my wrench from Amazon, it's pure trash, the tooth is rounded! Went at it with a hammer and a screwdriver, only succeeded in breaking off 2 sides of the teeth.
any ideas before I cut the damn thing off with a dremel?

Lock ring is off! I ended up just filing it down enough to crack it with a hammer/screwdriver. Leaving it a day or two to soak before I giver a solid go on the BB, not budging yet

I've done drop ins to auto repair shops for simple bike stuff when i'm traveling far away from home in the travel trailer and don't have something I need but didn't have the foresight (or room!) to pack along. 9.9999/10 times they just put down what they're working on and cut, pry, break, pound, use a vice on, or whatever I need done assuming it's simple and quick. Best to go to a service station/mom &pop type place where you can see the guys working from the door and talk directly.

Thanks everyone! After soaking, breaker bar, cheater bar. Nothing worked. Brought it into work, a co-worker was a bike mechanic a while back, couldn't get it moving either, so he brought in the bug guns; and impact gun. Popped off in 10 seconds. Luckily my FLBS did in fact provide the correct replacement with a lucky guess. Just have to pop the cranks back on and I'm riding home tonight!

Something called PENETRATING OIL.
There's various brands.
I use Liquid Wrench in the can with a spout so I can use tiny amounts in a hypodermic needle.
Spraying it all over hell & beyond just makes a mess and wastes product.
For your case, I'd just remove the lock ring with a cold chisel.
