Identify this bike maker - "V" lug window

Identify this bike maker - "V" lug window
Found this on the Belgian sales forum, 2dhands. It's been "restored" and is claimed to be a Tommasini, but it has a distinctive seat lug that I've never seen before.

I've only seen photos of a handful of vintage Tommasini Pista bikes, and none have had this rear dropout.

Note the un-reinforced rear bridge in the photo below. The early Tommasini pista bikes I've seen have diamond-shaped reinforcements with little diamond windows. The fluted seat stay caps also are different than the usual fluted caps of early Thomas/Tommasini bikes.

Seller is offering two forks, neither of which have any of the characteristic Tommasini markings.

I'm 99.9% sure it's not a Tommasini, but curious if anyone recognizes the "V" seat lug window in the first photo.

I think the lugs were a buyout, Bertin and others used them, of French origin, anything beyond that, a guess.

It's a good looking and apparently well made frame, but it doesn't look like a Tommasini. In particular, the drop-out ends of the chain stays and seat stays don't look like his style (not gently squared off, but instead slightly concave to follow the circumference of the 2 holes in the dropout).
On the other hand, I really don't know what Tommasini's work looked like before he spent time working with Pela in the late 60s and early 70s. If this is possibly from the early- or mid-60s, it might have been from a time when he was experimenting. It would be nice to see photos of the bike before it was repainted.

I'm sorry that I don't have anything helpful to say. The wheels are ugly and do nothing for the bike. Ugh.
