Well first, it's not a pro. Second, what year is this supposed to be? Early 80's? There's a bunch of things throwing me off in terms of trying to date it if it's actually NOS.

Dunno… Bad stuff happened immediately after clicking on an alleged classified ad (however, I can't confirm where the link came from... I guess it might have been through a message board external link to a "Kiji" ad …) Regardless, not worth having to get a new computer over clicking on anything alleging to go to that site. I just pass.

Maybe because it's a 1981-1982 Canadian market model? Decals are correct and brakeset, crankset and derailleurs are OEM spec, so I wouldn't rule out NOS or at least LN.

That is an interesting frame. Never saw divers helmets used on the top tube before. Looks to be in very nice condition. I have a 79 and will soon have a 73 Pro and they don't look quite the same as what is presented here, but enough similarities that it makes sense that it is a Pro.
I should also mention that I have an 83 Competition and this frame looks nothing like it at all. Could it be a repaint with mods?

I have an '83 Competition Team Issue the frame details match exactly. I don't think it is the site. I am on it every day and have never had any issues. I find it to be one of the best sites for buying/selling out there. No fees unless you "promote" your ad. Kijiji was started and wholly owned by owned by ebay.

My thoughts are if that's your size you should be negotiating price by now. You know, if like-new, uncommon high-end Raleighs are your thing.

Also there was a NOS one on sale on pinkbike for 650 CAD in the much more normal person size of 56cm, so 800 CAD seems high.

Note that those look like the original tires which will be dried out and likely cracking, so you should plan on new tires when determining the worth of the bike to you.

seller finally got back to me after a few months no less
original owner, rode it for 20 km and hung it up in the garage
he still has the bill if sales from when he bought it
he did nothing to this Competition
as bought
offered 400$ CAN
he countered at 500
is it a situation where i should run to get it?

I also wouldn't hesitate to point out that he can call you when he's ready to sell it for whatever price works for you. You are going to be the only buyer willing to put up with his tardiness, so the final sale price is going to be determined exclusively by your max price and his max stubbornness over time.

$500 CDN is currently ~$380 US. The missing piece to the puzzle is the OP's location. Some Canadian locations, such as Toronto are very high priced. Conversely, there are some small, backwater Canadian markets, where it wouldn't fetch even $300 CDN.
Edit: I just noted that the original Kijiji advertisement is from Montreal, which is in the top three most expensive markets in Canada. Consequently, I'd consider the new asking price to be high but not unreasonable.

Yes it is in Montreal so higher price
Our province has a lot of cycling fans

Even if the price is on the high side it only stings for a little bit. The bike is forever. I probably paid too much for my Paramount, but so what? It's an excellent bike, I love the ride, and never once while out on the road have I thought "damn, I wish I'd gotten this cheaper."
You're not gonna find that bike in that condition very often. You're still eyeballing it after two months. Unless you're taking food outta your kids' mouths to do it, buy that sucker.

I've a couple bikes sitting right here in my office that I KNOW I paid too much for. Every time I look at or ride them I'm glad I did.
