What frame is this?

This is for sale locally, and I'm thinking about picking it up since it's in my size but I have no idea what it is. The Titan frames didn't seem to have lugs like this.

Campy drop outs. Internal routing on the (really cool) lugs. Italian bottom bracket. Funky paint.

never seen any lugs (or a BB shell) like those before!
But with "Varnish by Dossena Carlo" I'm sure it's nothing low-class, and certainly Italian.
Is there a fork?

I've also seen frames from Casati, Losa, Magni and Sancineto that were painted by Carlo Dossena. I'm sure that I'm forgetting some others.

There is no fork, unfortunately, but it has a chromed driveside chainstay, so I imagine a chrome fork would do well with the frame. Currently waiting to hear back from seller.
