It should. Most of those Japanese imports were designed for 27x1-14 (ERTO 630x32). Should take 700c wheels with up to 37mm or even 40.
The brake track on a 700 wheel is 4mm lower than a 27 so you will have to adjust the brake pads accordingly. The OE caliper, if you have them, may or may not have enough range to accommodate that; YMMV.

Brake reach make be an issue when converted. The stock front brake caliper have been to short or at maximum reach on many of the Japan bikes I converted to 700. I dont recall having reach issue with the rear.
