Play in Headset

I was adjusting the air in my bomber this morning and noticed there is some play in the headset(aheadset..g.f. sugar).

I tightened down the stem but there's still some play.

Is it time for a new headset??

Don't take this wrong, I have no idea what your experience level is.

Did you loosen your stem bolts then tighten the bolt at the top of your steerer then retighten your stem bolts?

I appreciate your thoroughness....

Yes. I loosened the steerer tube bolts then tightened the top cap bolt then retightened the other two bolts....

Are you sure it's play in the headset? I know it seems like a dumb question; but the reason I ask is because I have been fooled by the old rock-it-with-the-front-brake-applied test before. Could also be worn fork bushings or brake play. Also, if you cinched up the top cap with the bike on the ground, you may not have taken up all the play. Best to do it on a stand so the fork hangs.

Also,

If your top cap is bottoming out on the steerer tube, you may not be able to tighten it any further. You would have to add another spacer to create some space between the top of the steerer tube and the top of the stem.

I hear ya on the brake rocking issue. It's not that.

I grip the stem and grip a stanchion tube and can feel the steere move inside the headtube. In fact, now I realize that I can feel it when I ride. There is a specific noise that I have been trying to eliminate for some time now, and I think this is the cause.

Any ideas?

PROBLEM SOLVED

There were not enough spacers as was mentioned, and now it's nice and tight.
