Should jockey wheels spin freely?

Should jockey wheels spin freely?
Hey guys, I took out my chain to clean it today, and when I spun my jockey wheels, they don't spin freely and they feel really stiff. Is this normal or should I swap them out? Thanks!

They should spin fairly easily. You don't have to replce them, though; just undo the bolts to remove them and give them a good cleaning & lube.
Do them one at a time so you don't mix them up; the upper one is the one tht has a litle side-to-side play.

try cleaning and oiling them first. mine aways spin pretty freely.
