That's stupid. Many areas of the US permit motorvehicles (and by extension us) to proceed if safe, when the light is unresponsive or malfunctioning.
He came to a complete stop. He didn't 'run' the light

Malfunctioning light and a light not changing the moment you approach it are not the same thing.

It is LEGAL to go on a red after waiting through three light cycles without triggering the light on a bycicle or motorcycle......

I saw this earlier today on Gizmodo.
It's hard to pause it at the right moment but the reaction on the guy's face at the moment of impact is priceless.
Also, I fall into the camp of not running red lights unless it is truly non-responsive (ie: failure to trip the induction loop sensor). Oddly enough, here in Washington that is still not legal grounds to proceed.
Anyway, that was a cute commercial. It ranks right up there with the UK bicycle awareness advert that asks you to count how many basketball passes occur in 15 seconds.

I've actually seen this a couple times: a traffic light leading out of a parking lot doesn't have a sensor (I don't know why), though the major street it feeds onto has sensors in both directions. I pulled up to the non-sensored light and watched the cross-traffic lights go yellow, then red (presumably on a timer), and then back to green when well-timed a crossing car approaches the light (triggered by the sensor?), without my light ever turning green.

It appears that he came to a complete stop and looked both ways before proceeding into the intersection. What's the problem?

Except when it was broken - only once, fortunately. I watched the lights change three times without giving me a green, so I proceeded through the red. This was pretty scary, since the traffic there goes about 50-60 mph, and the gap I had was pretty small.

Yeah, that makes sense, but it leaves me wondering am I screwed at this intersection on my morning commute with a 2 cycle light? At 5:50am, there is rarely a car at that intersection, so I could wait for a long time.

For the California folks: I dare someone to find in the CVC where it specifies the number of cycles it takes to determine when malfunctioning or unresponsive... Might be there for Motor vehicles but I think there's a clause for Motorcycles/bicycles? (Mostly because I'm lazy and don't feel like proving myself wrong...)
