Seatbelts
In your opinion, is a driver who routinely does not wear a seatbelt more likely to hit a cyclist or a pedestrian than a driver who wears a seatbelt?

IMO, more likely. Wearing a seat belt is a measure of risk aversion. An individual who wears a seat belt is more risk averse than one who doesn't, so I would guess that the more risk averse someone is, the more likely they are to be aware of cyclists and pedestrians.
This is based on intuition, and insurance data that shows reduction in crash frequencies correlated with other attributes of risk averse individuals.

Whether or not you wear a seat belt has nothing to do with driving ability. It's similar to equating helmet use with the ability to ride a bicycle.
Neither will endow skills or knowledge that didn't exist previously.
Yes, a lot of people who don't obey traffic laws also don't use seat belts, but a lot of perfectly safe and experienced drivers don't either.
