Measure the inner rim width. Ideally, you'd use a tire 1.45-2 times that in width. In practice, you can get away with going a little wider.

I figure the typical limits are about 1.25-2.5 X rim width. After that, you're on your own.
Of course, someone will disagree, even if they're wrong![lol](images/smilies/lol.gif)
Sometimes it doesn't matter because there's only one size for that rim, such as the 590-597MM rims.
