Love my Cervelo P2... You can go higher with that budget... My wife loves her Look, but I think P2 looks hotter!

You talking fully stock or are you looking for any combination of stock/add-ons? Cheaper end frame($2-3000) with aero wheels might be better than a $4000 stock bike to some...many more options and completely different question if you're looking to build from the ground up.

There are many, many different "best" bikes, optimizing, aero, comfort, stiffness, bang-for-buck, etc, under that price range.
As always, buy a ~2000$ bike and spend the extra money on flying to races.
