I've had success going from 27 to 700 on vintage tourers, tho I haven't tried a Voyager. I seem to recall dia compe 980 brakes made it easy to switch wheel sizes.

I agree on the British designation, given the era, my guess would be 531db. Looks like a nice bike with the campy do's and cut lugs. Try pulling the fork and checking for markings on the steer tube.
