There will be at least one TP participant using pedal toe straps (the kind sprinters commonly use).
I've been suggesting this for pursuiters to use for years as a way to eliminate friction/waste in their drivetrain. It's not just about fear of accidental disengagement.

I'm expecting the Dutch men's sprint team to dominate all their events. I'm hoping the Japanese team can medal, they've been looking good in the TS in the world cups.

Baby Puke beat me to it with the Dutch Men's team sprint comment. I was watching one of those Netflix shows on US College football, last chance U, and the coach said of one of his players he's the best athlete on the field no matter who they play. Jeffrey Hoogland makes me think of that comment a lot.
I'd like to see the NZ team Sprint podium but I don't know if they've got the power to get over the Dutch.
I have no idea regarding match sprint, though if Glaetzer wins it'll be exciting to watch.

I see the dutch winning the TS...but I see their closest competitor being GB. They have this weird thing about turning it on in Olympic years, but the gap might be too much to the dutch to quite catch them.

We may have 2021 Olympics.
I'm giving it about a 50/50 chance that we'll have Olympics this year. It may be entirely dependent on the cruise ship Diamond Princess, as well as how travel bans are treated. South Korea?
I'd anticipate several countries to be deemed as having the virus, but having several communities virus free.
If the current Coronavirus continues through the summer without an effective vaccine, then logistics will be a mess safeguarding both competitors, spectators, as well as countries from bringing the virus home.

I've seen Chinese women use them in WC TP.
EDIT: And I keep forgetting that IP isn't in the Olympics anymore. Sorry. I wish they would bring that back, along with the Kilo/500.

2) Yes, you can put on booties over straps. This is common for sprinter who have a helper do it for them then push them out to the track.

I'm 99% sure that she rode them in IP in the Rio Olympics. Being that it's been so long, googling for images from her ride at Rio is hit or miss.
I'm not really up on where to find good photo galleries or videos to find more examples.

A couple of man/woman on position 1 in the Team sprint rode Front spokes wheels at the world championships. 2 and 3 rode full Disc. Anyone know why? Better handling when they come out of the first corner?

Assuming spoked wheels are lighter weight than full disc, perhaps there are marginal gains on acceleration?

I'm with you on this one.
Japan has cancelled school for March, and I'm sure they'll be willing to take more drastic measures if they feel it necessary. The culture is such that they will sacrifice self interest in the interest of the group.
Countries and areas with more elderly people will be especially affected since the virus seems to be much more lethal to those over 60. Based on the data from China, it seems that the fatality rate is low (0.2-0.4%) for those under 50, breaks 1% for 50-59, 3% for 60+, and 14% for 80+. I could see why, for example, Japan cancelled school for March - they have one of the oldest and densely packed populations around.
I think the entire season for everything is at risk. I'm talking F1 (they postponed China, a second Italian venue bid to hold a race, then Italy had the outbreak...), cycling Classics and Grand Tours, soccer, rugby.
I may be Chicken Little crying about the sky falling but I don't see much changing in the next few weeks.

It's not a Pursuit event, but it's proof that top riders are using them in endurance events. I haven't found a gallery of Pursuit events.
