soliciting those that know: looking for some new, affordable 700x23 roadie wheels/rims for a vintage steed. annual miles likely in the 1,000-1,500 mile range. will be running conti gp 5000's.
would like to keep the damage to $500 usd or less if possible. this would be just for club riding, the occasional mountain foray and a few centuries a year.
not looking to break any land speed records obviously. durability more important than weight. thanks for your recommendations in advance.

Another option that can provide even more spare bits including nice wheels is finding a classic bike like an 80s steel. In SoCal there are many bargains and rust is usually not an issue. Many posters on the C&V show off finds that look like they were garage babies. I recently found a classic Italian racing bike for about 500 and it had very nice wheels; Ambrosio Aluminum Rims on Campy Hubs. I bought it for the Campy Chorus drive train and breaks but could not strip it down after riding it. The BF classic sales often has some great bargains aswell. Its nice to find a seller in local area to avoid shipping but wheels are not too much like a complete bike these days to ship.
It can also be fun to hunt bargains but beware the N+1 is very addictive. Good luck.

The H + Son Archetype rim is a great mix of quality, price, and weight for road use- it's 23mm wide too.
Pair that with some Bitex RA12 hubs, butted Sapim spokes, and brass nipples and you have a quality handbuilt wheelset thay will cost about $500 and weigh about 1550g with 24h front and 28h rear(which is likely more than you even need).
https://www.prowheelbuilder.com/ is well reviewed and has been around for a long time. I have a couple wheelset from them and one that is the exact setup I suggested.

After cracking my Fulcrum 5's at the nipple, at 220 lbs I needed a more robust wheelset and ordered this from Prowheelbuilders.com.
More than your budget but there is wiggle room to lower the price.
Note: I was not looking for a light set but something that could take some rough riding without failing.
After about 1,000 miles, No Regrets.
I'm running 28 mms.

I just bought some Mavic Ksyrium S wheels for my 2004 Bianchi Vigorelli (steel) a few weeks ago. They replaced the original Mavic Ksyrium Equipes. Currently running GP5ks in 25mm, which fill out to 27mm on the 19mm rims. I got mine for $402.
I have Zondas (2way fit, C17) on a Cannondale, and they’re fine as well, though the G3 lacing might feel a little odd if you’re looking to maintain a C&V feel. The two bikes are on opposite coasts, so no way to directly compare the two sets of wheels, unfortunately.
I don’t think this year’s Zondas are advertised as 2way fit (tubeless compatible?), so just be aware of that. The Ksyrium S is, but the wider rims (19mm vs 17mm on Zondas) will definitely plump out your tires. Both freehubs run pretty quietly.
