What are these threaded holes in the seatpost for? (with pictures)
This must be for some kind of under-seat bag, but I've never seen holes like these before. Does anyone know what kind of bag they're for? This is a 1996 steel frame Specialized Allez Sport, if that matters. I don't know if the seatpost is original or not.
I would mind having the option of carrying a larger under-seat bag at times if that's what this is for. I'm thinking of the larger bags I see strapped to Brooks saddles sometimes, but pictures of those I've seen at this forum don't appear to mount in this manner.
Thanks for any information, advice and/or wild guesses.

Yes, could very well be "triathlon style" behind the seat bottle mounts, I think, Although they had been used by lots of non-triathletes too.
Not sure what the advantage and disadvantage of using such. I see a plus towards aerodynamics, but then you also gain a bit more weight on the bike and the heavy bottles are higher up the frame which might, in some, I suspect very rare instances, affect handling/stability Could be a negative in the pro level when climbing, as you will be swinging the weight two water filled bottles and the additional bracketry from side to side, high up on the bike, when you stand on the pedals. Maybe triathletes just don't climb that much??

^ I remember those license plates! I might have had one on my banana bike in the '70s.

It looks like it would be for mounting a bracket for water bottle cages, but I've never actually seen a seatpost like that. The behind-the-seat bottle cage mounts that I've seen (and used when I did triathlons) didn't have a particular seatpost to use with them. They generally mounted to the saddle rails or clamped around the seatpost. It could be for a certain saddle bag.

Tri-bottle bottle mount would make more sense if the holes weren't in the wrong alignment. I think the correct answer is Anything You Want. 
My money would be on saddle bag, but you could mount any number of things--rear light, saddle bag, pump mount, lock mount, horn, bottle dynamo-powered phone charger, etc. Get creative!

FYI I have the exact same thing on my 1995 Trek ZX7000 mountain bike. I think the post is a 27.2 but the clamp matches yours. I also have no idea what the mounts are for nor if it was stock on the bike. Everything else on the bike was stock though. I've often wondered what I could make to bolt to those mounts but I really don't need anything. I use an EMS Clam seat bag for the phone and car keys and don't need anything else.

You could always drill a few more holes in your seatpost and make your bike a little lighter,

Seat bag. I've also seen bottle cage mount that would fit on it.

Obviously for a pintle mount for a rear facing beltfed or to hard mount M18A1 claymore to deal with texting Prius drivers attempting to kill you. Claymores on bungies just don't have that accurate dispersal you seek otherwise.

Since they are there , take some initiative and make something to use them ..

Not only an excellent mount for the claymore, it will provide a slight boost to the rider upon denotation. Definitely would keep people off your wheel.
Walmart still has those license plates. I was thinking about getting one for my next century.
I actually had a seatpost just like that, and for the life of me cannot remember what brand it was. It was not generic, and it was a decent brand, if I recall correctly. The mounting plate interfered slightly with mounting an SLR saddle. wrk101 is correct, a seatbag mount went there, and allowed you to move the bag from bike to bike. I have a Zefal bag/mount that bolts right to it.
My increasing rider paranoia would turn it into a perfect rear light mount, if you can just get the light to extend beyond the saddle, instead of up inside it. Also, a good place to mount that Garmin you really don't need while you're riding.
Or, you could mount a sign on it. I'm sure the sign makes this more visible...

That's the mount for the James Bond Ejection Seat mechanism. They're like airbags in a car and need to be replaced after being triggered. You should be able to get a replacement one on Ebay.
